WSRCA has received additional reports from member contractors describing problems with concrete decks, and waterproofing and roofing membranes maintaining adhesion to concrete decks. As such, WSRCA's Waterproofing and Low-Slope Roofing Committees have collaborated on this Technical Bulletin to provide basic guidelines for evaluating new and existing concrete decks, prior to roofing or waterproofing system application. Factors that can affect short-term and long-term adhesion of roofing and waterproofing systems to concrete decks include the dryness of the deck surface and actual moisture content of the core (i.e., inner portion) of the concrete, the concrete’s surface profile or finish, and the presence of certain curing compounds, surfacing agents and/or other additives in the concrete mix.
